sized vessels, The frequency of passage of large vessels passing to and fro in the China Seas fully equipped seems to dispense with any occasion for the regular coasting ships being staffed with more than

one operator.

Legislation should not come into force until operative on all foreign vessels of the same class entering the Port, and till at least one year after enactment, in order to enable shipowners to provide the plant and staff and to instal the necessary additions and alterations to deck-houses. There is also the training of the Asiatic Operators to be considered, Clause (1) of the Harbour Master's Memorandum should

be amended to read "and every seagoing ship of 1,600 tons gross tomage or upwards" to avoid confusion as regarde River Stemere.

Clause (5) of Commander Hake's Memorandum should be amplified to permit of Asiatic Operators and Watchers being employed other than Asiatics who are British Subjects where some competent authority, such as the Harbour Kaster or the Secretary for Chinese Affairs, can certify their character.

I further enclose copy of a Memorandum amplifying

It is understood that the Government Disposals Board probably has the kind of Wireless Sets required and an arrangement of mutual benefit might be arranged, To this end I

am directed to seek the good offices of Government in obtaining details of what plant is available.

I am directed to express the hope that when the proposed bill is in draft, the Bub-Committee may have an opportunity of considering and commenting upon it before it is presented to Council.
